这个句子前后应该有个过去式的句子在说明它。

我们老师特别强调
过去完成式跟过去完成进行式是发生在「过去的过去」
绝对不会单独成立，一定要有个过去的时点来说明这个「过去的过去」。

      Someone had been watered the milk before I arrived.

一般很容易错，不是很清楚的话别乱用。

这样的语句没有什么不对的。写故事或描述过去发生的事时经常会用过去的语态。

估计是事情暴露之前，他们一直是给牛奶加水的，暴露以后，当然没法加水了，所以用了过去完成时。
