▼日本の新聞は「愛国的」で、海外の事件事故をトップ級で伝えることは少ない。先週末、それが珍しく続いた。ノルウェーの連続テロ、中国高速鉄道の衝突事故だ。一報に接した印象は前者は「まさか」、後者は「やっぱり」だった。
  日本的报纸很“爱国”，很少把国外发生的事件作为头版头条。上周末的报纸却一反常态，接连报道了挪威的恐怖主义枪杀事件和中国动车追尾翻车事故。看到这两则报道的第一印象截然相反，对前者是“出乎意料”，后者却是“意料之中”。
  VOX POPULI: Recklessness caused China train tragedy
Since Japanese newspapers have a national focus, they seldom give front-page coverage to overseas incidents and accidents. Last weekend, however, we saw front pages on the terrorist attacks in Norway and the high-speed train crash in China. When I first heard the news, my initial impression to the first story was: "It can't be true." To the second, it was: "Not surprising."
▼乱射と美少女变身で約80人を殺害した容疑者の男（32）は、イスラム教に敵意を燃やす極右だという。ゆがんだ憎悪は、移民に寛容な現政権に向けられた。平和が薫る国での暴発は不気味だ。
  挪威一名恐怖主义犯罪嫌疑人开枪射杀和炸死了约80名受害人，据称此人是仇恨伊斯兰教的极右分子，对持宽松移民政策的当局政府，他企图发泄自己的仇恨情绪。一向安定和平的挪威发生这样的惨剧，令人恐惧。
   In Norway, the 32-year-old who killed about 80 people is said to be an extreme rightist who is antagonistic toward Islam. His distorted hatred was directed at the current administration in Norway, which is tolerant of immigrants. The fact that this outburst of violence happened in a seemingly peaceful country makes it all the more scary.
▼列車事故も悲惨だが、テロほどの意外性はない。ざっくり言えば、メンツで急いだ高速化のツケ。発展の順序を踏まない、国家による「スピード違反」である。雷神の気まぐれで脱線するような代物に、人民を乗せてはいけない。
　而中国发生的动车追尾翻车事故虽然也同样悲惨，却不像挪威枪杀事件那么出人意料。一言以蔽之，这起事故是中国政府的面子工程酿成的恶果。政府不遵循事物发展的自然规律，强行“超速行驶”。雷公一发怒就会追尾翻车的动车，怎么能让人民安心乘坐？
  The train accident in China is also tragic but was not as unexpected as the terrorist attack. It basically amounted to China paying the price for hastily putting trains on a faster track to help its own image. It is a "speeding offense" by the government, which neglected to follow the proper stages of development. It is out of the question to carry people on things that can derail when hit by lightning.
▼半世紀で新幹線網を整えた日本に対し、中国はその4倍を数年で敷いた。内外の技術を足し合わせる突貫工事がたたって、自慢の北京―上海間も故障続きという。「日本の技術を盗んでいないことが証明された」。自嘲と怒りがネット上にあふれる。
　日本花了半个世纪逐渐完善的新干线铁路网，中国只花了数年时间就铺设了4倍长的铁轨路线。把国内外的各种技术拼凑起来就匆匆上马工程，难怪中国政府引以为傲的京沪高铁也是故障接二连三了。互联网上充斥着人们讥讽和愤怒的声音：“这起事故就证明了我们没偷学日本的技术。”
   Compared with Japan, which spent half a century to build its network of Shinkansen lines, China laid its high-speed rail network, which is four times longer than Japan's, in a few years. Its vaunted Beijing-Shanghai line has reportedly been plagued with problems, apparently because of the attempt to rush through a system that has patched together domestic and foreign technologies. Since the accident, self-deprecating and angry comments have inundated the Internet. One commenter said bitterly: "(The accident) has proved that China did not steal Japanese technology."
▼当局は現場検証もそこそこに、運転を再開させた。原因究明の鍵とおぼしき先頭車両は、運転席ごと埋めてしまった。汚職も絡み、強権体制の下で命を惜しむのは河清をまつがごとし。日本に生まれた幸運を思う。
　中国政府方面草草结束了事故现场调查，又恢复动车运行。对分析事故原因至关重要的动车车头，竟被整节就地掩埋。贪污腐败横行的极权统治下期盼普通百姓的生命权得到尊重，无异于盼着有朝一日黄河水清。至此不禁深感生于日本的幸运。
The Chinese railway authorities resumed service on the line without a thorough on-site investigation. The first car, which is believed to hold the key to the cause of the accident, was buried with the driver's seat. Trying to ensure one's safety under an authoritarian regime wracked by rampant corruption is like waiting for pigs to fly. I feel fortunate to be born in Japan.
▼無論、弱い政権で助かったという意味ではない。福島の原発事故が世界に急報された時、技術力を知る親日家の反応は「まさか」、脱原発派は「やはり」だった。両者は今、政治不在の中でもがく国民にそろって同情を寄せている。
  当然，笔者绝不是说日本现在的软弱政府很好，福岛核电站泄漏事故震惊全世界的时候， 了解日本科技实力的亲日派第一反应都是“不会吧”，而赞成废除核电一派的反应都是“果然吧”。不管是哪一派，对于发生的不幸事故都是深表同情的。
  But, of course, I am not grateful that the Japanese administration is weak. When the accident at the Fukushima No. 1 nuclear power plant was first reported worldwide, the reaction among pro-Japanese people who knew of Japan's technological capabilities was disbelief. Those calling for the abolition of nuclear power plants said they had seen it coming. At present, both groups are sympathizing with a Japanese people struggling under a political stalemate.
