VOX POPULI: Politicians let us down in the Year of the Tiger

寅（とら）年も残すところわずか。様々な故事や寓話（ぐうわ）にひっぱりだこの虎だが、「苛政（かせい）は虎よりも猛（たけ）し」はよく知られる。むごい政治が民衆を苦しめるのは、虎の害より甚だしいの意味で、中国古典「礼記」にある▼

With only a few days to go before the end of the Year of the Tiger, it seems appropriate to recall some of sayings and proverbs associated with the animal. "Kasei (tyranny) is more frightening than a tiger" is among the best known.
The maxim, which appears in the ancient Chinese classic "The Book of Rites," means that the harm done to the public by brutal politics is more profound than that wreaked by a ferocious tiger.

寅（虎）年已馀日无多。虎在各种各样的故事和寓言中都是宠儿，而“苛政猛于虎”则尽人皆知。意思是残暴的政治给民众带来的苦难甚于虎害，出自中国古典《礼记》。


悪政にも色々あって、苛政は重税や兵役などで民をさいなむ政治をいう。これに対し秕政（ひせい）は、無能で不誠実な為政者による悪政を言うそうだ。「秕」とは皮ばかりで実のない穀物のことという。そんな隣国の故事はさておいて、わが政界に色々の思いを募らせた一年が暮れていく▼

There are various types of misgovernment.
While kasei refers to misrule that makes people suffer under heavy taxes and military service, the term "hisei" is used to describe misrule by incompetent and insincere rulers.
"Hi" means empty grain husks.
Leaving aside these Chinese axioms, we have to the end of a year to ponder what Japanese politics has left us.

恶政也形形色色，而苛政指的是用重税和兵役等折磨人民的政治。与此相对，秕政据说是指无能无信的为政者实施的恶政。“秕”是指只有皮、没有粒的谷物。这种邻国的故事暂且不提，我国政界让人浮想联翩的一年也日近尾声。


民主党政権は最後まで締まらなかった。数合わせの工作ではとうとう、宗旨のおよそ異なる「たちあがれ日本」にもプロポーズした。振られたのは無理からぬ成り行きだ。ご都合主義にまた嘆息、の向きは少なくなかったろう▼

The Democratic Party of Japan-led administration remained undisciplined to the end.
In a desperate attempt to gain the number of votes needed to pass legislation in the Diet, the DPJ went so far as to try and attract the Sunrise Party of Japan into the ruling coalition. The DPJ leaders did this despite huge policy differences between the two parties.
It was only reasonable that the proposal was turned down. Many people must, once again, have been disillusioned by the party's opportunism.

民主党政权最后还是不能自持。在凑数的活动中，终于向宗旨迥异的“奋起日本”也求婚了。被拒亦在情理之中。为机会主义再次叹息的人当不在少数。


看板の「脱官僚」も、いよいよ消え入りそうな雲行きだ。かつて自民党は官僚を囲い、官僚は族議員をラッセル車にして予算を取り、共存共栄を果たしてきた。郷愁の歌声に志を折り、あっさり唱和してしまうのだろうか▼

Its stated aim of doing away with bureaucracy-led politics also seems to be in the balance.
In the past, the Liberal Democratic Party used to enjoy a cozy relationship with the mandarins. It relied heavily on bureaucrats, who in turn relied on lawmakers representing specific interest groups to secure budgets for their ministries.
Is the DPJ giving up its agenda and joining in the chorus of this familiar song?

招牌“脱官僚”也渐行渐远。曾经自民党蓄养官僚，官僚将族议员作为除雪车来取得预算，实现了共存共荣。屈志于怀旧的歌声，油然唱和起来了吧。


「政治とカネ」では、小沢元代表が衆院政治倫理審査会に出る意向を固めたそうだ。おととい首相に「出処進退」を言われた。損も得も計った判断だろうが、いかにも遅い▼

On the subject of money and politics, former DPJ President Ichiro Ozawa has apparently made up his mind to appear before the Lower House Deliberative Council on Political Ethics.
He was told by the prime minister Monday to decide his course of action. He must have calculated the pros and cons in reaching the decision, but why did it take so long?

在“政治和金钱”中，据说原代表小泽坚定了出席众院政治伦理审查会的意向。前天被首相撂下“出处进退”（好自为之）的话。这是权衡利弊后作出的判断吧，来何迟也！


評論家の大宅壮一に「私が男を評価する基準はただ一つ、潔いかどうかだけだ」の言葉がある。説明を避け続け、結果、政治を足踏みさせた小沢氏は、大宅とはいわず国民の眼鏡にかなうかどうか。暮れの政治風景を眺めつつ、ポケットの「一票」にそっと手をふれてみる。

Critic Soichi Oya (1900-1970), who played a significant role in postwar journalism, once said: "I have only one standard by which I appraise a man. That is, whether he acts with good grace or not." Ozawa kept avoiding giving an explanation in the Diet and caused political debate to stall as a result.
I doubt he can win the favor of the public, much less measure up to Oya's standard.
Watching the political scene at this year's end, I softly touch the vote in my pocket.

评论家大宅壮一有言曰：“我评价男人的标准只有一个，就是是否爽快。”小泽氏一直回避说明，结果使政治驻足不前，不说大宅，果能入国民之眼否？一边眺望岁末的政治风景，一边把玩着兜里的“一票”。
