[天声人语] 天声人语 2012.1.5 泥鳅的承诺

▼どじょうを飼う知人がいる。名前は「どーちゃん」。おとなしくて、台風が接近すると底砂に隠れてしまう。そのくせ、すきを見て水槽を飛び出す瞬発力を備えているそうだ。臆病だが機敏、というのが飼い主殿の観察である。
     我有一位熟人,养着一条宠物泥鳅,取名为“小泥”。这条泥鳅平时非常温和乖巧,一有台风要来,就会钻到底砂中躲藏起来。可是一旦错眼不见,它能猛一下蹦出鱼缸,弹跳爆发力超强。它的主人认为这条泥鳅虽胆小却很机敏。
    VOX POPULI: Noda digs in his heels on proposed tax increase
     I have an acquaintance who keeps a loach for a pet. Its name is Do-chan. It is gentle, and when a typhoon approaches, it ducks under the sand at the bottom of its tank. At the same time, it has the ability to instantaneously leap into motion and jump out of the tank when no one is looking. According to the owner, the fish is timid yet agile.

▼「どじょう演説」の野田首相にも似た味がある。いつもはのらりくらり、慎重を旨としながら、ここ一発の意地は侮れない。きのうの年頭記者会見も一点突破の趣だった。
  以“泥鳅演说”闻名的野田佳彦首相显然也具备同样的特质。看他平时一幅谨言慎行的样子,但一旦爆发倒也不容小觑。1月4日的新年记者招待会上,野田首相的发言展现了他顽固坚定的一面。
   Prime Minister Yoshihiko Noda, who likened himself to a loach, apparently shares the same trait. He is usually evasive and careful, but shows strong determination when he faces a pinch. In his New Year's news conference on Jan. 4, Noda stuck to his guns on the proposed increase of the consumption tax rate.
▼抑揚を欠いた受け答えの中で、こと消費増税だけは「先送りできない」と重ねて力を込めた。ついには高校で教わったチャーチルの言葉を引いて、「ネバー、ネバー、ネバー、ネバーギブアップ」ときた。水槽を飛び出す覚悟とみえる。
   在缺乏抑扬顿挫的答记者问过程中,他只针对提高消费税税率这一议题重点强调“不能延后”。 最后他引用自己在高中时学到的英国前首相丘吉尔的名言:“绝不、绝不、绝不、绝不放弃。”让人感觉这条“泥鳅”确实下决心要跳出鱼缸。
   While he replied to questions in a monotone voice, he stressed that a tax increase cannot be put off any longer. In the end, Noda quoted the following words of Winston Churchill (1874-1965) that he learned in high school: "Never, never, never, never give up." Noda appears determined to jump out of the tank.
▼党内基盤が万全でない首相が不退転を口にし、なにやらキナ臭い年明けである。小沢元代表は「決起」のタイミングを計っている風だし、自民党は「日本の存亡をかけた政治決戦の年」と大きく出るらしい。「維新」を叫ぶ大阪市長らも国政への参戦をにおわす。
  他在民主党内根基不稳,又坚持宣称绝不退缩,2012年的政坛一开头就弥漫着硝烟。民主党原党代表小泽一郎看起来正伺机而动,而在野的自民党雄心勃勃,称今年是“决定日本生死存亡的关键一年”。叫嚣着要“维新”的大阪市长们也纷纷暗示欲参与国政。
  The new year got off to a stormy start with the prime minister, whose power base within the Democratic Party of Japan is rickety, speaking of his unwavering resolve. Former DPJ President Ichiro Ozawa appears to be waiting for the right moment to rise in revolt, and the Liberal Democratic Party is ambitiously positioning this year as "a year of political battle that could decide Japan's fate." Osaka Mayor Toru Hashimoto, who is calling for "restoration," and others are hinting at taking part in national government.
▼世界も選挙の年。オバマ大統領が再選を目ざす米国では、共和党が挑戦者選びに入った。ロシアやフランス、韓国でも大統領選がある。国を過(あやま)つ者は必ず民意に反撃される。投票にせよ、蜂起にせよ。
  世界范围内看,2012也可称为选举之年。美国现任总统奥巴马努力谋求连任,而在野的共和党派已经开始挑选总统竞选人,准备参选。俄罗斯和法国、韩国都将改选总统。被辜负的人民终究会反抗误国负民的政治家,或者用脚投票,或者揭竿而起。
  Also across the world, this is a year of elections. In the United States, where President Barack Obama is seeking re-election, Republicans have started to choose their contender. Russia, France and South Korea are also holding presidential elections. Politicians who try to steer their nation in a wrong direction will inevitably be counterattacked by popular will, whether in the form of voting or revolts.
▼中東のように命をかけず、為政者を選び直せる幸せを思う。リーダーならずとも、いつも以上に立派なことを言うのが年頭の常だが、その言葉が軽すぎ、何人もの首相が選挙を待たず去った。「ネバーギブアップ」の重さ、しかと見極めたい。
    可以通过改选更换领导人是一种幸福,不必像中东地区部分国家那样豁出性命发生流血冲突。即便不是领导者,在新年开始的时候大家都会发一些豪言壮语。可是似乎日本很多前任首相都视承诺如鸿毛,未及改选即弃任而去。希望这句“绝不放弃”能一诺千金重于泰山。
    I am happy that we can choose national leaders again without staking our lives like people in the Middle East. Not only leaders, but we all tend to talk big at the start of a new year. But many prime ministers stepped down without waiting for an election because their words were too light. I wish to firmly assess the weight of the words "never give up."

“被辜负的人民终究会反抗误国负民的政治家”改为“误国者终将遭到民意的反击”,如何?

“中東のように命をかけず、為政者を選び直せる幸せを思う。”——“我觉得可以通过改选而不必像中东那样必须拼命来更换执政者是一种幸福。”
