天声人语 2012.1.14 重组内阁新气象

▼確かに元日は日曜だった。日曜で始まる月は13日が金曜日になるが、「13金」が不吉とは限らない。「12木」や「14土」と同じくらい幸運、同程度に不運だろう。この日の内閣改造の吉凶も、天のみぞ知る
今年的元月一日确实是礼拜天。从礼拜天开始的月份,13号就是礼拜五,不过,“13号礼拜五”也不一定就是不吉利。他跟“12号礼拜四”、“14号礼拜六”是同样地幸运跟不幸吧。在这一天进行内阁改组,也只有上帝知道是吉是凶。
▼〈鳴動をするには山が小さすぎ〉白川順一。去年の改造を詠んだ川柳が、悲しくも引用できる。問責された防衛相や消費者相は去った。せめてもの華は、副総理の岡田克也氏だ。野田首相は国会への備えを固めて、一体改革に突き進むらしい
“山小难容鸿鹄志。”白川顺一。这首吟咏去年改组的川柳虽然悲切但倒也适合形容今日之局。被问责的防卫大臣跟消费者大臣业已离任。不幸中的万幸,副首相冈田克也上任了。野田首相加强组建内阁班子,似乎有意进一步推进一体化改革。
▼小沢一郎氏に近い「失敗大臣」を外し、脱小沢の「愛すべき堅物」を迎える人事、民主党の経験則では凶だ。小沢グループが黙っていようか。他方、党内が荒れても「ネバーギブアップ、消費税はアップ」という首相の決意もはっきりした。怨念と信念の激突である
排除亲小泽的“失败大臣”、迎来斥小泽的“可敬顽固派”的人事,从民主党的经验上来说是凶多吉少的。小泽派会坐以待毙么。另一方面,即便党内动乱也要坚持“Never give up,消费税 up”的首相的决心已经很明确了。这真是一场怨念跟信念的激烈冲突啊。
▼増税には注文もあるが、首相の覚悟やよし。数を握る小沢氏に気を使い、民主党は持てる力を党内融和に費やしてきた。政権交代が色あせた一因だろう。岡田氏の起用が、内向きを改める一歩になればいい
增税也是有条件的,首相有觉悟便好。担忧手握重权的小泽氏的同时,民主党把所有的精力都花在和谐党内上了。这也是政权更迭没有起色的一大原因吧。启用冈田氏,如果能成为改革内政的一步就好了。
▼今度は野党の度量が試される。政権党であってもなくても、眼前に山積みされた難題は急を要するものばかり。いいかげん、壊すより創る、前に進む政治を見たい
这一次要看在野党有否开阔胸襟了。是不是执政党都好,眼前堆积如山的难题都是当务之急。希望能够看到一个靠谱、创造多于破坏、向前进的政治局面。
▼ちなみに、4月と7月にも「13金」がある。危機は春だ、いや夏だと解散政局の観測が飛び交うけれど、改革の道筋もつけずに信を問うては不毛な政争が続くだけだ。権力抗争が政治に活力をもたらすという伝説はもはや、不吉な迷信のたぐいである。
话说,4月跟7月也有“13号礼拜五”。虽然危机在春、不、在夏的预言内阁解散的说法一时甚嚣尘上,但是不确立改革的路线、一味质疑忠诚与否的话,也只会继续毫无结果的政治争斗。权力抗争能给政治注入活力这样的说法也已经变成,不吉利的迷信邪说了。

看到那句“Never give up,消费税 up”觉得很有趣,于是翻了……嘛,因为是政治方面的,很多东西傻傻分不清楚,如有错漏,请大家务必不吝指点^O^

另外,关于那句〈鳴動をするには山が小さすぎ〉,想了很多,比如什么雨点大雷声小、小庙难容大菩萨之类之类的,但是总有很微妙的不和谐感,于是,到底是什么呢……?

いいかげん、壊すより創る、前に進む政治を見たい
いいかげん是不靠谱的意思吧?
改革の道筋もつけずに信を問うては不毛な政争が続くだけだ。中“信を問うては”到底是谁问谁呢?

TweetVox Populi, Vox Dei is a daily column that runs on Page 1 of the vernacular Asahi Shimbun.

New Year's Day 2012 fell on a Sunday. In any month that starts on Sunday, the 13th of the month falls on Friday.

“Friday the 13th” is considered an unlucky day. Personally, I think it can be as lucky or unlucky as “Thursday the 12th” or “Saturday the 14th.” Only heaven knows whether the Cabinet reshuffle on Jan. 13 bodes well or ill for our country.

The rumblings of the mountains brought forth only a mouse, goes an old saying. When the Cabinet was reshuffled last year, I saw this "senryu" poem by Junichi Shirakawa poking fun at the pathetic futility of the exercise: "The mountains are too small to rumble."

Gone from the new Cabinet lineup are the censured defense minister and state minister for consumer affairs and food safety. The only member of note is Deputy Prime Minister Katsuya Okada. It appears that Prime Minister Yoshihiko Noda is set to forge ahead with his proposed reforms by bolstering his Cabinet's preparedness to deal with the Diet.

From what we already know of the nature of the Democratic Party of Japan, removing the "failed ministers" close to Ichiro Ozawa and bringing in Okada, the "lovable Mr. Square," spells trouble. The Ozawa group is most likely to raise a hue and cry.

On the other hand, the new Cabinet clearly mirrors Noda's determination not to give up on raising the consumption tax rate, even at the cost of discord in his party. He is standing by his principles and challenging the recalcitrant Ozawa group head-on.

I applaud Noda for this, even though I have issues with his consumption tax hike agenda. Until now, the DPJ has wasted its potential on vain attempts to secure intraparty harmony. Its leaders have been afraid to cross Ozawa and his big following. This is certainly one factor that has eroded public confidence in a party that raised giddy expectations when it came to power in 2009. I hope Okada's appointment to deputy prime minister will make the party snap out of its preoccupation with its internal affairs.

The caliber of opposition parties is now being tested. The myriad problems our country faces are all of an urgent nature, and they are not the responsibility of the ruling party alone. It is about time opposition parties showed some interest in being creative, rather than destructive, and in helping get the political ball rolling constructively.

There will be two more Friday the 13ths this year, in April and July. Some people are already speculating that the Noda administration could be forced into calling a Lower House election this spring, while others say it won't happen until summer. But seeking an electoral verdict on the administration before it has made a headway with its proposed reforms will only perpetuate a fruitless political war.

The assumption that a struggle for power will enliven politics has already been proved to be a myth. It is actually as useless as a superstition we'd all be wise to ignore.

现在在学日语,但是还不会,等以后会了再好好看看。嘿嘿
